No threshold approach is routinely applied in the risk assessment of genotoxic carcinogens. How this approach is supported by data? Isn´ t it somewhat obsolete?

I am trying to find what HBGVs have been set for thallium. The only one I have been able to find is the USEPA RfD for drinking water. My particular interest is whether any regulatory agency has set a HBGV for thallium exposure in the diet.
