    At my university, for promotion exercises, we are required to publish in three categories: foreign, national, and local. Foreign refers to papers published in journals outside Nigeria, national refers to papers published within Nigeria, and local refers to papers published in journals domiciled in my university and within my state. We are required to publish in all three categories. However, the quality of research that is accepted in national and local journals often doesn't meet the standards of Q1 journals.

Because then you divert you attention to tie the loose ends of the data with some additional experiments or information, so that it looks complete and paper ready. The biggest sufferer is the 'idea' as when final comes out it would take way too long because of digressions in the path. Moreover, it wont be new because you kept giving it out in bits and pieces from earlier papers.

I think collaborations may help with the pressure to publish. For a first author paper, unless you work in a computational backgroung, one needs about a year to complete, assuming everything goes well, and no  technical difficulties arise. Without participating in other lateral projects, that take say 10% of your time, 1 paper a year is a full on job. For last authors this process becomes easier, becuase they have 2 or 3 projects they are focussing on, plus 3 or 4 they help with at a 2% of their time. It is intense, but this ensures a stream of manuscipts you have participated in, but not been actually doing, and would become mature enough for publication.
