Yes!!! The only criterion for promotion is dollars you bring in and any activity that does not generate overheads, salary offsets, or tuition revenue is actively discouraged. I have been in this academic "business" for 20+ years in USA and Canada. It mostly about dollars as far as those in power at both private and public institutions are concerned. My colleagues in other countries appear to be in the same bind: no room for you unless you are a skilled salesperson first and foremost.

Both are important some times you should do basic science and some times toy need to carry applied research to gain some money to cover the other basic ones.
