Why universities underpaying their faculty and delaying their promotions should not be penalized?

There has been a lot of hype about the ranking business in higher education sector. While ranking agencies consider many parameters e.g. faculty number and qualification, infrastructure, research output, etc. why they do not attach any value to whether participating universities are paying their faculty as per norms, whether deserving faculty are getting promoted on time? The system will become more fair and transparent if universities not adopting fair practices with respect to faculty remuneration and promotion are ranked low.

This is a very good question, especially in my country, Ethiopia. You will be amazed at how the government is torching higher education institution teachers by paying very low salaries (i.e., less than 100 USD per month), which is less than any country in the world. Therefore, teachers have lost motivation for the job, and students have become less interested in joining the university.
