Why the national higher education ministry is least interested to establish a registry of academicians on the basis of specific criteria for selection as Vice Chancellor(s) of Universities?

Academically sound researchers deserve to be the best fit persons for such posts.

Hidden political agenda and nepotism. Dishonest survives only in groups but keeps secrecy on group members.

The idea "to establish a registry of academicians on the basis of specific criteria for selection as Vice Chancellor(s) of Universities" is excellent.  The national higher education ministry should consider it.
