In my opinion it can explain, as long as specific groups within the population are considered. In this case, considering only the elderly, the increase in concentration will cause an increase in the number of deaths within this age group, this number will stabilize because sensitive individuals will no longer be alive. Everything will depend on the time window and an assessment of the population most sensitive to the effects.
