I have concerns with intoxicating semi-synthetic cannabinoids. Moreover, the ever-expanding use of CBD in products with unsubstaniated benefits is of signinificant concern especially regarding chronic use (at the fairly high doses). Many, many papers toting the beneficial effects of CBD are of low quality, poorly designed, and insufficient to draw conclusions. Conversely, there is a significant population of people who have been consuming THC for decades which serve as a valuable resource of study to understanding the effects of chronic THC exposure. This area should be pursued more vigorously. However, it is notable to understand that marijuana even twenty years ago had significantly lower amounts of THC (<10%) while many THC products today are at least 20%.

THC is the main psychoactive component of cannabis, and the amount, technique, and individual characteristics like age, weight, and health status can all affect how harmful it is. THC often has mild to moderate effects at low (doses < 0.3%) to moderate doses, including relaxation, altered perception, and euphoria. THC can, however, have more strong and potentially dangerous side effects at greater doses, including anxiety, paranoia, hallucinations, and poor coordination. THC in a dose higher than 0.3% can occasionally also result in more serious adverse responses, such as acute psychosis, respiratory distress, and cardiovascular issues, especially when used in high amounts or in concentrated forms.
In another hand, CBD is a non-psychoactive compound found in cannabis that has been the subject of extensive research in recent years, with potential benefits such as pain relief; act as anti-anxiety, and depression; have neuroprotective effects properties; anti-inflammatory effects, skin health...

Federal illegality has led to a fractured industry due to different state regulations. I believe that federal legalization would allow it to be appropriately regulated and would improve public health by allowing for safe access for those that use cannabis for medical purposes and prevent harms to those using cannabis recreationally. Currently because of federal illegality, cannabis manufacturers have little access to conduct safety testing even if they wanted to because labs are unwilling to test cannabis products even in chemical and in vitro testing.

I also have significant concerns with intoxicating semi-synthetic cannabinoids such as HHC, THCjd, THCP, THCO, etc. I believe that the wide availability and poor quality of some CBD products and excessive use (due to ignorance of possible toxicity at higher doses) puts some individuals at risk however this is probably comparable to some dietary supplements that are currently allowed under federal regulations.

Being federally illegal does very little to stem the impact of cannabis on public health because the public perceives cannabis as "natural" and "safe" which diminishes the perceived health risks and avoidance that the public may have if they knew the impact of cannabis use, especially on neural development in children and people under the age of 25. Further, given the general accessibility of the public to cannabis (regardless of THC Content) and the leniency of law enforcement for prosecuting possession of cannabis, many find cannabis use as having no real legal ramifications. Regarding legalization of cannabis containing < 0.3 THC, such measures normalize the use of cannabis and cannabinoids given the reduced psychotropic effect of these strains, leading to users opting for strains of cannabis with greater effects as they become habitual users.

The illegality of cannabis (i.e., "pot") in itself defines a regulation that detracts from public health. How could it possibly be healthy to be in a State where pot is still illegal, be arrested, have to spend beaucoup dollars on a lawyer, and risk lock up in essentially a gulag with violent and non-violent prisoners who have directly harmed others. By legalizing hemp, more research is facilitated, and the same would apply to 'pot'.

I find THC as at least equivalent to alcohol which is legal. Research is needed on CBD to determine its impact on public health.

The clinical evidence is growing that CDB and THC products have important benefits for health, including pain relief and epilepsy treatment.

The use of cannabinoid has been scientifically proven.

Recent scientific investigations showed that cannabis containing > 0.3% delta-9 THC has remarkable positive biological effects.

Someone being in jail for cannabis is likely to impact their health when compared to a non-incarcerated control group.
