I'm reminded that sometimes pesticides are registered without knowing the actual AOP for its intended biological effect (i.e., kill insect and weed pests). Sometimes it takes many years to discover the actual AOP leading to the desired effect of the technology. Thus, "labour intensive to develop" is an apt consideration.
